      Being a great pitcher does not necessarily rely on rarely throwing a ball. Throwing only strikes could make a pitcher very predictable, so great control almost requires pitchers to throw out of the strike zone regularly. A better metric for determination is (W+H)/IP. This simply means the number of baserunners given up via walks and hits per inning pitched. The active pitcher with the lowest ratio is Clayton Kershaw. His career ratio is 1.0912, which means he has allowed just over one baserunner per inning. Only two pitchers in the history of baseball allowed less than one per inning-Addie Joss and Ed Walsh. Third at just over 1 is Mariano Rivera, career of 1.0003 per inning pitched. Interestingly Kershaw ranks 17th of all pitchers ever in this metric.
